1. Add base template with Bootstrap navbar …

   Create src/dashboard/templates/base.html providing a base Jinja template for the dashboard. Includes Bootstrap 5.3 CSS/JS, responsive meta tags, site title, a dark navbar (Smart Campus Environmental System / 4005CMD - Coventry University), and a main container with a {% block content %} for page-specific content. Links to static style.css and script.js are included.
