[REPO] Set up folder structure and README

Create the agreed folder structure in the repository — folders for each module (sensors/, mqtt/, database/, dashboard/, tests/). The README.md should include the project name, a short description, the team members and their roles, how to install dependencies, and how to run the system. This should be the next commit in the repo, so every subsequent commit has a clean structure to build on.
